Mark Johnson MBA, CPISM.  Chief Information Officer

Mr. Johnson has over 24 years in the information technology industry. Prior to joining ProPay in early 2008, he was Senior Vice President of Information Technology and Security Officer for one of the nation’s top-25 issuing and acquiring banks. His experience includes software development of financial systems for a multi-billion dollar organization, Director of Computer Science for a Salt Lake City-based Junior College, and Director of Technology Operations for FranklinCovey. He has also served in the United States Air Force as a statistician where he earned the Air Force Commendation Medal. He holds a bachelor’s degree in Computer Science from Idaho State University and a Master’s degree in Business Administration from the University of Phoenix.

Tony Allen, MBA, JD., Corporate Counsel

Mr. Allen started his legal career on the corporate staff of Hughes Aircraft Company where he was involved in the audit of government contracts and management performance of various government weapons systems programs. He was the co-founder of 3 law firms in St George, Utah where he practiced law for over 30 years with an emphasis on real estate development law, contract, corporate law and business organization.  He was also associated with the firm of Jones Waldo Holbrook & McDonough in St George.  Mr. Allen also was previously President of Sunbrook Development Company in St. George, Utah, which developed the Sunbrook golf course and surrounding communities. At Sunbrook, Mr. Allen was responsible for project management, finance, and served as general council.

In 2002 he was hired by ProPay, Inc. as its first in house counsel and formed its Legal Department.  He is company’s Corporate Counsel and Executive Vice-President.

He has also served on the Board of Directors of SkyWest Airlines, Tristate Broadcasting Company, St. George Thrift and Loan, Hurst Stores, Inc and Anthony Motors.  Mr. Allen has also been a Deputy Washington County Attorney and served on the Board of the St George Redevelopment Agency, responsible for downtown redevelopment.

He has also served as President and Director of the Southern Utah Bar Association and the  St George Kiwanis Club, Dixie Little League, and as co-founder and President and Director of United Way Dixie. He is currently on the Executive Committee of Cause for Hope, a non-profit foundation whose mission is to provide the tools to the people in Central America so they can become self-reliant and as a member of the Brigham Young University Athletic Leadership Council.  In 2006 Mr. Allen was the recipient of the XO Award for service.

Mr. Allen graduated with a BA degree from Brigham Young University and JD and MBA degrees from the University of California at Berkeley. Mr. Allen is a member of the Utah and California Bar Associations.  He is married to the former Sharon Allred. They are the parents of 5 children and 16 grandchildren.

Scott Nelson,  MBA, Vice President of Marketing

Scott is the Vice President of Marketing, ProPay, Inc. He has more than 25 years of product marketing and executive management experience in the high-tech industry. His career includes experience with ContentWatch, Inc., Ancestry.com, Nu Skin and WordPerfect/Novell. For the past 18 years he has held executive level management roles focusing on product management and marketing. At ContentWatch, through his online marketing efforts, the company achieved double-digit revenue growth in consecutive years. As the Vice President of Product Marketing at Ancestry.com, Ancestry.com became the number one trafficked genealogy site on the Web. He also played an integral role in turning Ancestry.com into the Web’s #3 subscription service. Before joining Ancestry.com Scott worked at WordPerfect Corporation and Novell, Inc. as the Vice President of Marketing, directing all marketing activities for the Business Applications Division and WordPerfect product lines.

Scott earned dual bachelor’s degrees from Brigham Young University in Marketing and Finance and an MBA from Colorado State University.

Dr. Heather Mark, Ph.D., CPISM/A CISSP, CIPP. Sr. V.P. Market Strategy

Dr. Heather Mark specializes in regulatory compliance, privacy and data security issues. She received a doctorate in Public Administration and Public Policy at Auburn University, where she also taught courses in Political Economy and American Government. Dr. Mark founded an information security company, which was acquired in late 2003. She has served on the Electronic Transaction Association’s Government Relations Committee and was the executive director of the Society of Payment Security Professionals. Dr. Mark has consulted with many companies on the issue of PCI DSS compliance and the myriad data security and privacy regulations facing organizations today. In 2007, Dr. Mark was named a “Mover and Shaker” in the Payment Card Industry by Transaction World Magazine. She has written several dozen articles for industry publications and has contributed a chapter on data security and privacy issues for How to Survive and Thrive in the Merchant Services Industry.  Dr. Mark has trained hundreds of individuals on information security, data and regulatory compliance issues in the payments industry.

Stanton Huntington, MBA, J.D., Assoc. Legal Counsel

Stanton Huntington is an Associate Legal Counsel for ProPay, Inc.  He specializes in issues surrounding allocation of risk and data breach liability.  He is a member of the Utah Bar and a graduate of the SJ Quinney College of Law at the University of Utah.  Stanton also received a Master of Business Administration degree from the David Eccles School of Business at the University of Utah.

Ryan Oakes, CPA, Vice President, Product Management

Ryan Oakes joined ProPay in 2005 as the Vice President of Product Management.  He has over 10 years of experience working with entrepreneurial companies focusing on financial services and technology.  Ryan began his career with Deloitte in Los Angeles in Assurance and Advisory Services.  He has also worked in the venture capital industry.   Ryan graduated with a Bachelors Degree in Accounting from the David Eccles School of Business at the University of Utah, and an MBA from the Marriott School at Brigham Young University.  He is a Certified Public Account licensed in the States of California and Utah.
